Felipe de Neve as the founding father of Los Angeles

Felipe de Neve was one of the most responsible for the founding of Los Angeles. He was then a new governor of Las California in 1777 and lasted 1782. He recommended establishing civic pueblos for the support of military presidios in Santa Barbara, San Jose and Los Angeles as the new sites for his mission.

He laid out the plan for the new town based on the Spanish city-planning laws contained in the Laws of Indies in which these laws were responsible for laying the foundations of the largest cities including Los Angeles. In Spanish laws, a precise planning of pueblo should have an open central plaza, surrounded by a church, administrative buildings and streets.
